As we reach the halfway mark of 2025, Eurofuel continues its steadfast commitment to representing the interests of the European liquid heating fuels sector amid a rapidly evolving energy landscape. 

The last two months have been especially active for our association, marked by vigorous advocacy efforts, meaningful policy engagement, and a successful General Assembly gathering in the beautiful city of Dijon.

The road ahead is full of challenges and opportunities. Eurofuel remains committed to ensuring that liquid heating fuels, both traditional and renewable, have a fair and prominent role in Europe’s energy future.

We thank all members for their ongoing engagement and support, and we look forward to advancing our shared mission together.

Gathering strength: Eurofuel General Assembly in Dijon

On 20 June, Eurofuel members convened for the General Assembly in Dijon, kindly hosted by Suntec. 

This in-person event provided an invaluable opportunity to reflect on our collective achievements and chart the path forward amid ongoing EU policy developments.

Members shared updates on national market dynamics and green fuel projects, exchanged ideas on member recruitment strategies, and discussed upcoming initiatives, including a renewed push to engage with European policymakers on heat decarbonization. 

As a special highlight, attendees enjoyed a fascinating site visit to the Suntec factory, gaining first-hand insight into innovative manufacturing processes and the latest technological advancements in heating systems.

The spirit of collaboration and shared purpose was palpable. The picturesque setting in Burgundy offered a perfect backdrop for forging stronger ties across our membership and reinvigorating Eurofuel’s advocacy momentum.

 

Advocacy in action: shaping policy for practical and affordable energy solutions

At the heart of Eurofuel’s work lies the conviction that liquid heating fuels remain an essential pillar for Europe’s energy security and the provision of affordable heating, particularly in regions where alternatives have yet to reach viable scale.

Our recent consultation response to the Minimum Energy Performance Requirements (MEPRs) exemplifies this approach. We engaged intensively with the European Commission’s draft proposals, advocating for realistic, technology-neutral energy performance standards that recognize the diverse heating needs across Member States. 

Eurofuel stressed the importance of allowing flexible solutions, including advanced liquid heating fuels, to ensure consumers, especially in rural and off-grid areas, have access to reliable and affordable warmth without disproportionate cost burdens.

This work was closely linked to the ongoing EU-wide discussions on affordable housing and energy poverty. Eurofuel highlighted the risk that overly stringent MEPRs, if not carefully designed, could inadvertently increase energy costs and deepen the affordability gap for vulnerable households. 

Our advocacy called for targeted support measures and a balanced regulatory framework that promotes decarbonization while safeguarding consumer choice and social equity.

 

Navigating amendments to the Energy Taxation Directive 

In parallel, Eurofuel has been actively contributing to the debate on the proposed amendments to the Energy Taxation Directive (ETD). 

These amendments aim to align taxation policies with the EU’s Green Deal ambitions. However, Eurofuel urged policymakers to consider the real-world implications for the heating sector, emphasising that tax changes must not penalise users of renewable and low-carbon liquid fuels unfairly.

Our position stressed that a differentiated and pragmatic tax approach is crucial to foster a smooth energy transition. 

We advocated for clear recognition of sustainable liquid heating fuels in the tax framework, including HVO, FAME, e-fuels, as essential tools to decarbonise heating in a cost-effective and scalable way.

 

Danish Council Presidency kicks off

Under the banner "A Strong Europe in a Changing World," Denmark’s Council Presidency officially began on 1 July 2025. 

This Presidency prioritises three key areas: security and defense, competitiveness, and the green transition, all of which resonate closely with Eurofuel’s mission to develop renewable liquid heating fuels.

Key priorities include:

Green Transition and Energy Security: Denmark is driving implementation of the EU’s new legally binding 2040 climate target and pushing to accelerate the green transition across sectors. This involves promoting renewable energy, supporting energy infrastructure, and speeding up the decarbonization of hard-to-abate sectors like heating.

Strategic Autonomy and Resilience: Reducing dependence on Russian fossil fuels remains a central objective. Efforts focus on diversifying the EU’s energy mix and ensuring supply security through resilient infrastructure and domestic production.

Competitiveness and Simplification: The Presidency supports reducing regulatory burdens, enhancing the Single Market, and facilitating uptake of innovative clean technologies via faster permitting and streamlined rules.

Eurofuel looks forward to engaging constructively with the Danish Presidency to help ensure that liquid heating fuels have a vital role in Europe’s energy transition.
